Unfortunately WMTool (which is in fact only GUI port to esentutl.exe) do
not helped. Finally I deleted WindowsMail.MSMessageStore file. While
restarting, Windows Mail automatically recovered it from a backup file
(it must be a recent backup in Backup folder, of course) and the problem
was gone.
Additionally I must say, in Outbox folder was many orphan message files
with 0 byte size. So, there must be some serious problem with WM
database engine...

Get the location of the Windows Mail datbase folder in Tools |
Options | Advanced tab | Maintenance button | Store Folders button.
Close Windows Mail.
Navigate to that folder via Windows Explorer.
Drill down thru the subfolders to find the Outbox folder.
Delete everything in there or move it elsewhere.
Now restart Windows Mail and see if things are working correctly.
I had that error before and this is NOT a problem with any Windows
Mail folder, but with corrupt database file
%Userprofile%\AppData\Local\Microsoft\Windows
Mail\WindowsMail.MSMessageStore. Microsoft tools cannot repir it. The
only way i know to repair it is exporting all email from the store
and removing this file and it's backup copy from Backup folder, or
maybe the whole Windows Mail folder.
