Also there are many bugs in OE and WinMail that were carried over
into WLM.

Only too true!! {siiiigh}.
Especially the problems with "correct" messages in newsgroups were
carried in.
Under OE and WinMail we could work around the probs with OE-Quotefix
that nothing in so far for WLM.

What are you trying to say and/or ask?

There used to be a problem with attachments after installing IE8 which
affected many systems (though not all).

Do you have IE8 installed?

If so: Is the latest patch for IE8 ( Cumulative Security Update for
Internet Explorer 8 in Windows Vista (KB972260) - 7/28/2009)[1]
installed too?

The latter fixes the attachment problem known as "IE8-WinMail bug".

Gary...I have received that message twice today, for attachments friends have
sent to me. I have Microsoft ONE CARE for my antivirus program.

Go to Start - Default Programs - Set Your Default Programs - Select your
Mail program - "Set this program as default" (first green arrow at bottom).
Note that this is for Windows 7, your version may be different, but
ultimately you want to set your default program. You will also want to
ensure the program "has all of its defaults". In W7, there is a message
below the pane - above "Set this program as default" that tells you whether
it does or not. If it indicates something like, "This program has 3 of 5
defaults, you will need to select the second green arrow, "Choose defaults
for this program" and select all of the boxes there. Okay / Save as
required on your way out.
 
That symptom can be caused by interference from an antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:
