outline the steps to create a new folder in
Windows Explorer on a Windows XP machine.
 
Highlight the drive or folder where you want the new folder created. Go to
the Menu bar, click File, New, Folder. Name the new folder as desired.

Or: navigate to the drive or folder where you want the new folder created,
right-click on an empty area of that folder and select "New...", then
"Folder".
