I had the same problem and cured it this way.
I copied the windows mail store folder to another location.
I then deleted the original store folder.
I then opened windows mail and let it create a new store folder.
When you check it won't have any account or mail info, don't worry.
close down windows mail.
go to the new store folder and delete that completely.
copy and paste the previously copied windows mail folder back into the same
place as before.
Now restart windows mail and hey presto.
