Windows Mail - cannot receive or send

How about AVG Professional? I use Windows Mail. It worked for about 2 weeks.
Perfectly. Then one day, I could send mail, but when I tried to receive mail,
it came back with the error "Connection was refused by the server". Spent 3
hours on the phone with ISP tech support. Uninstalled AVG, deleted email ID,
closed WinMail, reopened WinMail, recreated account, still got same error.
Turned off firewall; no help. ISP finally suggested Thunderbird email.
Downloaded Thunderbird, installed, setup account,,,,still able to send mail,
but same error on trying to receive. Called ISP back and they said:
:"Microsoft problem with Vista,,,,call them."
Any help?
 
Please post the entire error message.

Are you connected to your ISP's network (i.e.. at home, not on some unknown
wireless network) when this error occurs?
 
You should have asked for advice here right away instead of doing
all those attempted fixes which had no bearing on the problem.

Can you right-click on the error message, select Copy, and paste it
into a reply here? You can obscure any sensitive information like
usernames, but leave domain names intact.
