It's just that our friends in the US can't spell "licence" :)

lol. It's really my fault; I'm afraid English isn't the only permissible
language on USENET. You're allowed to speak foreign like wot they did.

One of the key changes is enforcement - it's very discretionary.

And the hardware changes that trigger reactivation are based on a points
system, and IIRC the mobo and HDD are the two big components that may
trigger activation on their own. In many cases, a telephone call will sort
it out, but not always. It is MS's assertion that if you change the HDD,
then the mobo, the the gfx card, then the RAM, etc..., then you no longer
have the original machine that the OEM licence is assigned to and thus
activation will be refused. It's a cynical and narrow-minded approach, but
word is that they are likely to enforce it more.

And the day it's spelled out in the license, it's fair. I have an issue
with the discretionary nature of it.

I'm the type of person that incrementally upgrades systems, leaving the
remaining parts out until I eventually have another system. Eventually
friends or family get a new PC, I get a new server.

There is no line where a new "system" is born, or an old one ceases to
exist.

For licensing purposes, I tend to go with per-user licensing. However,
it would be nice to take advantage of the lower price of an OEM rather
then sticking with full licenses.

If I could reliably tie the license to a single piece of hardware, I'd
move it along when a component moves. Be it the hardware it was
purchased with, a specific drive, a specific motherboard, something else
entirely, I'd be a lot closer to being happy.

Yes, I picked it up this morning. I think this program will be successful
enough to become a permanent program.

It's widely available. If you google for it you will come across the
original terms and then the new terms once MS backed down a bit.

Well I saw the information for the retail licences, and for oem licences
from the OEMs like Dell or HP, etc. My question is about documentation
for the generic OEM licences (which is different that the information
you speak of).

I hope not too many people bit on the XP OEM with upgrade coupon offers.
This is the way to buy it if you want OEM Vista.
