You are absolutely right about the usage, My swap file is only used when I am editing large photos in tiff format but in general it is not utilised. I have 2 GB of Ram in my Laptop and have allocated 2.95 to swap for the reason that I use the suspend to Ram feature as well. So what you are stating is in fact true.
