Vista refuses DHCP offer in the privat IP range??

What DHCP server are you setting up that will not let you start with an IP
address of 192.168.x.x ?
 
I included all of the content of your post that I responded to in my post
but since your post had the content of any previous posts snipped I have not
idea what was in them.
