I am using BB4Win right now... I haven't found yet how to do 1 and 2.

One thing I like, however, is the 'Slit' for icons. Sort of a enhanced 'Quick
Launch' toolbar.

The slit is very cool. You can put in icons->commands or toggles for
certain plugins as well. It can autohide. And of course it changes color
automatically as you change styles: makes for a great-looking desktop w/
little effort.

For the kind of taskbar you're looking for, just use one of the bar plugins
like systembar or systembarex or (bblean) bbleanbar. Position it at the
bottom center (or wherever) where it will not overlap windows and
ctrl-right-click to get a context menu to set it as being "always on top".
Presto.

Takes a while to learn and the documentation is a bit sparse. I like bblean
better because the menuing is better. The latest bbleanbar (beta but
stable) has drag and drop like windows explorer; and lots more besides of
course.

There are more sample desktops at

http://box.crackmonkey.us/ but you don't get wallpaper when you download;
there's usually a link however. And you never get .rc files when you
download a bb desktop. It's up to you to do your own plugins the way you
like them.

I did some heavy reading in the forums when I was getting started. But once
you *know*, then it's all pretty simple except for scripting if you want to
get fancy. But most people like the relative minimalism of bb4win and its
variants and a lot of bb users have migrated from litestep. Though it
overall does less than litestep, it's a lot easier to deal with because of
the context menus, which make visting the .rc config files much less
frequent.
