I've tried most of them and I like Vern the best. It's very
configurable and works. You might check it out..

I use the LiteStep shell:
http://litestep.net (registration required but takes just a
few minutes)
IT can also do lots of other things, just pick a theme for
it.

The bb4win family of shells (bb4win, bblean [best],xbolite) has a virtual
desktop manager plugin. More accessible than litestep and easier to get up
and running. But if you haven't used an alternate shell, there'll be a
learning curve. Well worth it, though, IMO.

I have not liked bb4win too much. I like a taskbar that
1. does not overlap windows
2. is always visible
And for me, I had to do some changes to 'blackbox.rc' to set path names (my
Windows is in Portuguese).
