Anyone have a clue as to if this is a fake or if it is an actual ATI card?

Not sure - it does look like an odd one.
ATI's boards are made by Sapphire, MSI, Gigabyte, Connect 3D, Club 3D,
Tul, Yuan, HIS, Gecube, Asus, Abit and Tyan. You could try searhing
through google images for each of those (adding '9600 Pro'). It
definitely does not look like an ATI reference or ATI built card (Which
would most likely come from Sapphire). It does not have an ATI sticker
on the fan for one.

Also Power Color make them but this one does not look like one of

It says "ATI Powered", he is not claiming that it is "an actual ATI card".

It looks like a generic, no name. Definately not an ATI brand card. Be
careful.
