Bullshit. The slowdown with fragmentation is due to
the time the head takes to move between fragments.
STR has increased far more than access
time has decreased in the past years.
Irrelevant to the effect of fragmentation.
As if 15 ms would be noticeably slow but 10ms wouldn't be.
