If WinXP SP2:

Start > Run > (type in) cmd > OK

In the Command window, type

netsh winsock reset

Press Enter key, close Command window & reboot.

If WinXP (SP1):

Download WinsockXPFix from
http://www.spychecker.com/program/winsockxpfix.html using another machine,
transfer the executable to the problem machine and run it.

Suspect a commercial malware, such as New.Dot.Net or Shop-At-Home,
that had patched into your Winsock axis. The SP2-specific fix for
this can also be done on other OSs via LSPFix, or the Winsock stack
fixing facilities of MSAS Beta and similar tools.

Commercial malware (cm) will usually not be detected as malware by
traditional av such as SysClean or "Norton". There are 200+ fake
anti-spyware scanners to avoid, and some good free anti-cm tools you
should use' AdAware, Spybot, MSAS Beta, and (as a passive blocker,
rather than as a scanner) Spyware Blaster.

Earlier posts showed IPConfig results that indicated your PC is
directly assigned a globally-unique IP address. This suggests you are
connecting directly to the Internet via some sort of broadband
adapter, rather than through a router that affords Native Address
Translation (NAT). That's dangerous, especially if you also have File
and Print Sharing and hidden admin shares in da house.
