According to what you posted (above) msconfig is starting when you boot.

## No. Sorry. That's not happening. I said I can't *use*
Start/Run/msconfig or regedit. Also Taksmanager doesn't work. They flash
briefly across the monitor and that's it. System-Restore NEVER worked on
this PC from day one, even after HP reinstalled the OS a few months ago. To
use them I had to COPY them to an emergency folder on my desktop, rename
them and run them from there. No viruses, worms, or Trojans were found on
my PC. Just some crapware (Bingogamer) and a keylogger which I removed - it
made no difference.
Hit: Ctrl + Alt + Delete | on the Applications tab, see if
System Configuration Utility is listed | on the Processes
tab, see if msconfig.exe is listed
## No. It's not listed. I thought it wasn't supposed to be listed there
unless it was running?
When you boot do you see a message that says:

starts.

## It flashes for a split second, just like msconfig, regedit and
TaskManager. All three to had to be copied to as separate folder as I said
above to be used. SOMETHING is stopping or interrupting their running
correctly like before.
If you're set for Diagnostic Startup....

Networking, Plug and Play, Event Logging, and Error Reporting) and
permanently deletes all restore points for the System Restore utility. Do
not do this if you want to retain your restore points for System Restore or
need to use a Microsoft service to test a problem.]]
## Do not do what,...what is "diagnostic startup?" Sorry, you lost me
here. I didn't do anything but try Start/Run/Msconfig the other day and
realized it no longer worked. Then I tried regedit and same thing - a flash
across the monitor - then alt/ctrl/delete the SAME flash... How do I get
them to work like they worked before? How do I reverse this "Diagnostic
Startup?"
