Has NO ONE EVER HEARD OF RESTORING FROM A FULL SYSTEM BACKUP ? ? ? !
Yes there is a full system backup.... 1day, 1 week, 1 month... the SP4 was
installed over 6 months ago so the backups are corrupt :-( I wish they were
OK

Why not just build a second (even if temporary) Domain Controller along side
this one and move the duties over to it to keep things going then rebuild
this one from scratch and forget it.

Sounds like a very localised problem and possibly if it is in the TCP/IP
stack, then just in the local one for that server.
Have you tried just removing the TCP/IP stack for that machine and
reinstalling it?

I tried to uninstall TCP/IP from the local area connection, of the cards on
the DC server... but was unable to because the uninstall was greyed out, on
all the local area connections... ?

any Ideas on haw to remove the TCP/IP protocol ?

You are logged in as Administrator, right? Is that server fully patched?
Have a look at article 299451 about how to do that on a DC.
You might look at article 236869 for installing a loopback adapter
temporarily.
