Actually, Ken, I think it does say that, in a non-direct way:

Well, I've read both your message and Vanguard's subsequent one, and I
still don't agree.

However I think it makes very little practical difference, and it's not
worth arguing about. That goes double today, because I'm on vacation this
week and have very little time for newsgroups. So I'll bow out of this
discussion now and hope that we can all agree to disagree about this.

Well, I disagree on agreeing that we disagree and ...

Have a good vacation.

It sounds like you purchased an OEM version of XP. OEM (Original Equipment
Manufacturer) versions are essentially a version of Windows that a
manufacturer has made a Licensing agreement with Microsoft to sell under
special conditions. In some cases OEM's are sold preinstalled on systems
like Dell or Compaq. In other cases OEMs are sold with a piece of hardware.
Like it appears you have. The short answer to your question is no you do not
"have to install the hardware." However once you've install the OEM version
on your computer it is tied to your computer and can not be resold unless
you are selling the whole computer.

To install the software follow the instructions here
