Question about Vista

If you have recently installed the SP3 rollup, that will be your problem.

If the machine gives you time to un-install SP3, do it at your earliest
convenience. Your machine should stabilize having done the above..

Next, go to this HP website, read through it carefully, and then install the
HP update..

OK, once done, you can now re-install the SP3 rollup..

If the fans etc are really speeding up I would be more inclined to look at
the power supply voltages. Software hangs won't cause the fans to go
haywire. Put a voltmeter on the 12 volts to the fans and see what it is
doing.
 
I'd be more likely to look for lots of dust in the ventilation channels,
leading to overheating, and ultimately to further problems.

Especially if the computer is old or is a laptop. Old means lots of time to
accumulate dust in bad places. Laptop means narrow passages for the cooling
air, so it's easy to clog the passages up.
