the
problem -- IE 7 was preloaded with the Yahoo toolbar installed. When I
removed that, the problem went away. (I'm not sure why that allowed the
"Reply Message Window" pop-up and blocked the "New Message Window"
pop-up
-- but will leave that for someone else to figure out.)
The Yahoo Toolbar has caused all sorts of problems over the years.
