Lets try something:
1) open a cmd window and cd to c:\Program Files\Windows Defender
2) enter .\msascui.exe -settings
3) the settings page *should* open
Let me know the results.

When you say open a command window. Are you telling me to go through
Start/Run and get into the registry or what? I am sorry about some of the
"terms" but I don't want to screw things up.

1) start 2) run - then type in "cmd" in the text window
then do the commands in my previous post

Ok..Then to I also type in c:/Program Files\Windows Defender or just type in
the .\msascul.exe -settings? Or type it in after C;Documents and
Settings\Owner? Please have patience with me.

1) type at the prompt "cd c:\Program Files\Windows Defender" (without the
quotes)
2) hit enter key
3) type at the prompt ".\msascui.exe -settings" (without the quotes)
4) hit enter key

I get the "warning "Cannot find cd", so I left that out and just the
c:\Program Files and it tells me it cannot find Programs. What in the heck is
goin' on here?

OK. I did it again with just the c:\Program Files\Windows Defender and the
Windows Defender file opens (not the registry or cmd prompt. And there is a
bunch of .dll files, ect. and the MSASCui.exe folder.

If you are not familiar with working with a DOS box, then simply click on
Start||Run and copy and paste the following line into the Run box(including
all quote marks) and then click OK:

"C:\Program Files\Windows Defender\MSASCui.exe" -settings

Jack is trying to see if your Copy of WD will open up with your Options page
visible without using Interface itself. If you've never used DOS before,
you won't be comfortable using Command Lines in a DOS box. So simply copy
and paste the above line in Start||Run and click ok to see what happens and
report that to Jack.

The problem is, is that one of the Windows Defender support DLLs in the
C:\Program Files\Windows Defender is not registered in the registry.

Madonna needs to regsvr32 one of the DLLs. The problem is I can't remember
which one.
It won't hurt to re-register each DLL. If the DLL is not Self Registering
it will just put up a warning message (unless you use regsvr32 /s ... which
in this case I wouldn't suggest for Madonna).

Just regsvr32 *.dll in the C:\Program Files\Windows Defender folder.
Do this is Safe Mode or Stop the Windows Defender Service and exit the
Windows Defender tray icon.
