Picture vs. Monitor size

This is most likely a resolution issue, and is much more related to your
new hardware and the drivers and driver settings than the OS.

In other words, if you downgraded that hardware to XP and used exactly the
same settings, you will get exactly the same results you attribute to Vista.

Your old PC almost certainly used a much lower resolution than what's native
to the new monitor and new *video adapter*. Turn the resolution down on
the adapter.
