No, OE is NOT a "proper" newsreader.
According to the GNKSA Evaluations (Good Net-Keeping Seal of Approval,
http://www.newsreaders.com/gnksa/gnksa-evaluations.html), Outlook
Express scores rather bad:
Non-passing software

These are the only "proper" newsreaders for the Windows platform.
Yes that means my current newsreader (Xananews) isn't a proper one.
