performance rating; any reference number?

The performance ratings should scale up to unlimited levels.

Then when the next Windows comes out, reset the ratings again...

There's no point continuing Vista's rating in the next Windows cuz the
baseline PC by then will have a rating of 164...

That's why reset everytime a new Windows comes out. Besides, Vista-era
PCs CAN'T run the next Windows probably and there's no point reserving
those old PC rating levels.
 
Don't know how it rates the PC performance.
Maybe I should be comfortable to see that my rating is 3 also.

1 is lower than 5 in Vista' Performance Rating, yes, but there's been no
evidence so far of any absolute limit (at either end of the scale).

For example, the Seagate HDD in my main Vista machine is rated at 5.1, so
5 is definitely not the limit.
