OT Bill Gates "population control with vaccines"

If you don't want to read further, this is the question.

Are vaccines used for birth control?

I thought the claim was strange, and maybe Bill Gates misspoke,
but...

He says "if we do a really great job on new vaccines, health care,
reproductive health services...we could lower the population by 10 or
15%".

Vaccines are used for birth control?

I would ask the same about "health care", but everybody knows what
health care is (or at least what it is supposed to be).

I would rate that as unreliable. Especially considering the fact
that the author "LOLs" at his own "jokes".

Obviously that's false. They could put him in jail for not paying
child support. Or, women could exercise their right to say "No".

Depending on the state's laws, that might be an option. However, it
would likely reduce whatever childsupport he might manage to pay, since
it's a lot tougher to work while being in jail.
Or, women could exercise their right to say "No".

How would the state accomplish this?
 
Name any states that do not have child support laws. Name any
states that cannot enforce their child support laws. But in fact,
a woman's right to say "No" is guaranteed by state law, even in
the bedroom of a married couple.

He can probably be put in jail for violating a court order,
contempt of court, or whatever, but I wouldn't want to argue the
subject.

The problem is... Since government is decimating marriage,
destroying ordinary people's legitimate relationships, and
creating the situation where a single man is free to have children
with 11 different women, it may as correct the problem by putting
him in jail.

It's also a matter of the woman being able to say "Yes", even
though that is an idiotic thing to do. Apparently the woman has no
idea who it is she is sleeping with.
