Yes Tim, I accept, You need to build a Orientation Aware application
for Windows SE.
But there is fix (BuildMax Value) in CAB, that you can check this
article to fix.
But I am not sure you can fix this for SQL CE CAB file.

Make sure your application works in both portrait and landscape.

Unfortunately you can't do anything about the prompt with SqlCe CAB, and
there isn't a patched version which is marked as orientation/hidpi aware.
