Not able to connect with outgoing server - 0x800CCC13

I can; surf, receive email, send email thru hotmai

I cannot send thru Outlook
when I try a test it gives green to all setting except the outgoing which doesnt fail , but is "cancelled". all the others complete bar sending the test mail

In a normal send receive anything to go is stuck in Outbox and I get error 0x800CCC1

Hours of reinstalling and rebooting have doen nothing yet.

Any ideas ?
 
You may have a firewall or something set up to block port 25 - that error is
a "socket write error".

I'm afraid I don't know how to remove whatever is blocking Outlook from
connecting, because I don't know what is doing it. One other thing to check
would be to turn off any anti-virus mail scanning that you may have.
