Unless you have failed to activate your Tablet PC installation in Programs
and Features (Windows Components), you should see a "Tablet PC Settings"
applet in Control Panel. The "Other" tab makes the input settings.

Thank you for the 2 links, but if you look at the IME-Pad screen snapshot at
declan-software, you will see only the dictionary, and no hand-writing pad.
By contrast, in the Japanese IME pade there IS a hand-writing pad, Character
list and strokes option.
Have Microsoft removed the handwriting feature from the Vista verasion of
pinyin IME? I cannot find any options to make it visible if not.
Open the IME pad, then click in the Icon in the top left
then click the Applet Menu
then click User settings
Show Applets for all IME
Then you can add Strokes (CH), Radical(CH) Hand Writing (CH)!
