New homebuilt PC running WindowsXP and 98 freezes constantly

I merely snipped off the part that was irrelevant to my
comment because it doesn't matter if the case has
"proper vent fans" if the cover(s) is/are off. If the covers
are off, those fans will have very little effect because most
of the cooling for the central part of the case will only be
done by convection. The inadequacy of convection was
the topic of my post. The exhaust fan will not draw air from
the bulk of the case's interior, and any intake fan will only
blow in the device immediately in front of it, and there will
be no resulting flow along the full length of the case, leaving
convection as the only means to move air through the case.

If the fans are mounted properly there will be a positive
flow of cool air in at the front bottom of the case and out
the top rear, locations of baffles (or cables) will direct
air-flow past all the hotspots. On the other hand, improper
fan placement, too many cables poorly routed will result in
hotspots with no air circulation.

This can be seen if you put a clear plastic cover on the
case and introduce smoke so you can see the air-flow.

You are correct that fans don't work well with the case open
because there is not control of air-flow.

Similar problem: either Asus P4PE or P4P800 motherboard with ATI
9000Pro (Gigabyte), and it can not boot Windows XP if connected with
DVI cable! booting of Windows 98SE is normal. If analog and digital
cables are connected to the same (Samsung 172T) or diferent monitors,
or if only analog monitor is connected, booting is OK!
