Have you tried both the 32-bit version and the 64-bit version of this fix?
One will
refuse to install, depending on which version of Windows you have. The
32-bit
version is more likely to install, so try it first. Download and install
the fix with
Windows Mail not running.

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders.
If this doesn't work, what if any error messages do you get when you
try to send a message? Show the entire error message.
What email provider are you using (probably your internet provider
also)?
