If it happens randomly then its not a windows sound file, if it happens only when ur connected to the net but when no pages are being displayed then its probabally a virus. Do you definately need to be connected to the net for this to happen? Are you sure no windows appear when the sound is played? Goto taskmanager next time it happens and take a screen dump of your process list.
