Did you not also say that when you go to Help, About...
it clearly identifies the program as Windows Mail? Perhaps some of
the OE binary files got intermingled with the Windows Mail binary files.
What I would do: On the machine with the problem, rename
"C:\Program Files\Windows Mail" to something else.
Then copy and paste the Windows Mail directory from the
correctly working laptop.
