You can use the driver off the ATI Website and choose Custom when
installing. That allows you to uncheck the CCC option. The older non-.NET
version won't be present either, though.
You could use the drivers from the Omega Web site. His drivers don't use the
CCC. They are ATI drivers tweaked and the CCC removed with a custom ATI 3D
control panel.

A good alternative to the missing non-.NET version (and CCC for that
matter) is "ATI Tray Tools". Has pretty much the same options, plus more,
minus all the bloat.
He could try just installing the drivers and leaving the old version of
control panel installed.
I've done this and have seen no ill effects.
