Is there a way to set up the XP to automatically power-on?

You're wrong, many systems have a BIOS that includes a wake at time
setting so that you can set the computer to Wake Up at a certain time.
The OP's may not have that feature.

This may be true. However, the OP did NOT ask about setting up the
BIOS. He asked if it were possible to set up XP to automatically turn
the machine on and boot itself.

Obviously, the OP is unlearned in this area.
This is just not possible with code supplied with most Operating
Systems such as Windows XP.

It is possible with hardware such as the BIOS or an external device.
These are NOT "Windows XP", as the OP asked about.

You hit the problem right on! The OP said 'XP' but without having XP
powered on, how will they did it? BIOS is the way.

The setting is the "Wake on RTC alarm" in the BIOS.
 
A computer on standby runs with reduced power consumption. A computer
in hibernation, on the other hand, uses the same amount of power as
one that is shut down normally, viz., the +5 volt standby power (10
watts maximum).
