Someone has recommended I reload Windows XP over the new motherboard.
Would that really make any difference seeing that OTHER USB stuff works

devices? You have not given the model of your motherboard, so I have no way
of checking what USB chip you have, but if it's NOT INTEL, thats the
problem. When you changed the motherboard, best is fresh install, next best,
delete ALL onboard devices and let windows re-detect at next boot.
