installed new motherboard, now can't see external USB drive

Before you do that, have you started in Safe Mode and deleted ALL USB
devices? You have not given the model of your motherboard, so I have no way
of checking what USB chip you have, but if it's NOT INTEL, thats the
problem. When you changed the motherboard, best is fresh install, next best,
delete ALL onboard devices and let windows re-detect at next boot.

I don't use Windows XP, but the fact that your cable modem disappears
after connecting your external drive suggests that some current limit
is possibly being exceeded.

FWIW, in Windows 98SE, after connecting a flash stick, I go to DM ->
USB Controllers -> USB Root Hub -> Power -> Power Properties. I then
see the following:

Hub Information

The hub is self powered
Total power available: 500mA per port

Device description Power required
