IE6 Temp Internet files delete issue

I cannot delete Temporary Internet files within IE6 now. After clicking on
Tools\Internet Options\Delete Files (Temporary Internet files), I get an
error message:
Error: Internet Explorer has encountered an error and needs to close.

After looking at "Windows Task Manager" I found IE not responding. So I
click on "End Task" and it shuts down IE. This happens every time I try
deleting Temporory Internet files now.

I am running Windows XP SP2 on an HP desktop. I also use MSN Explorer with
my Qwest ISP and have the same problem there.

Any suggestions?

It's possible that another program is causing this problem.

See if you can delete the Temporary Internet Files after starting up in Safe
Mode.

See if you can determine which is causing the problem.

Or you may have a corrupted TIF folder.

So far, I have tried System Restore as far back as I could go (10/31/06) and
could not delete TIF files due to the same Error message.

While in Safe Mode, I also verified other programs running via task manager
and only found "IE" and "HP Agent" running so I closed them and tried again
to delete TIF files without success due to the same error message.

I also tried deleting the Temporary Internet Files folder under Local
Settings and got the message "Cannot delete Temporary Internet Files."

So I am at a loss for a resolution at this time. Perhaps a 3rd party
utility will fix it.

No. I tried it again to verify I was in Safe Mode and the TIF folder would
not delete from Administrator. The response was as follows:
"Temporary Internet Files is a Windows system folder and is required for
Windows to run properly. It cannot be deleted."

Go one level deeper and see if you can delete Content.IE5 from Administrator
/ Safe Mode.

I successfully deleted Content.IE5 from Administrator in Safe Mode!
Now, what do you suggest for the next step?

At least TIF files from within the Temporary Internet Files folder are
deleted as well as Content.IE5.

I was hoping that the inability to clear the TIF from Internet Options was
due to a corrupted TIF folder. Is that fixed?

No, IE is not fixed for deleting TIFs. I just now tried it again but
received the same response: "Internet Explorer has encountered an error and
needs to close." I did not choose to report the error to Microsoft since it
has happened numerous times.

Can any internet application be open at the same time as IE when deleting
TIFs? I had MSN Explorer open at the same time now. However, I did not have
it open all the other times I have attempted deleting TIFs from IE.

I have one more observation. I noticed that when viewing files under
Administrator, there are none displayed in the Temporary Internet Files
folder. Under Owner, there are cookies displayed in the Temporary Internet
Files folder.

I still suspect that another program is causing this problem. When the Error
Reporting window appears, you can click on the "To see what data this error
report contains" link. The first couple of modules/DLLs listed may point to
another program. Event viewer may also provide a clue. Control Panel>
Administrative tools> Event viewer, double-click warnings or errors.

Also, there's a diagnostic procedure at:
http://windowsxp.mvps.org/deltifonexit.htm that may help determine which
program has a lock on the TIF.

Cookies are not really kept in the Temporary Internet Files, but if you look
at TIF for a Windows User it will show the cookies for that user even though

I was aware of the cookies separate location instead of in theTIF folder. I
just wanted to describe the display within the TIF folder. Thanks for your

I looked at the error report following another attempt to delete TIFs via IE.
The error report displays: AppName=explore.exe, ModVer=6.02900.3020,
AppVer=6.02900.2180, ModName=wininet.dll

On the next screen "technical information" about the error report includes
the following files to be included with the report:
C:\DOCUME~1\Owner\LOCALS~1\Temp\1b0b_appcompat.txt

I had looked at the error details but am unsure of the Module at fault. The
first few are listed as follows:
Module 1 = iexplore.exe
Module 2 = ntdll.dll
Module 3 = kernel32.dll
Module 4 = msvert.dll
Module 5 = USER32.dll
Module 6 = GDI32.dll
Module 7 = SHLWAPI.dll
Before looking at the details, the first screen displayed ModName: wininet.dll

I had also downloaded, saved and run the "Process Explorer" program and
printed the list of items that I need to look at again to make any sense of
it.

Try to use 3rd party software to completely delete TIF folder and
index.dat file inside TIF folder. Maybe problem in corrupted index.dat
file. After this IE recreate index.dat file.

This time, after starting again in Safe Mode, through Windows Explorer with
"view hidden and system files", I tried deleting the Temporary Internet Files
folder and it was successful for the administrator user! However, after
restarting and looking through Windows Explorer at this user (myself), there
is no Temporary Internet Files folder displayed for hidden or system files.
I thought it would be recreated after restart.

So after a subsequent opening of Internet Explorer 6, I browsed to 3
websites and tried deleting TIFs again but still get the Error: Internet
Explorer has encountered an error and needs to close.

Also, I have not been able to identify aother program that may be causing
this problem yet.

Please advise.
