Now everything works. Websites display properly. I was able to install MSN

Heh. All that and more was supposedly built into XPsp2 (as a replacement for the old IE Repair).
iexplore.exe /rereg
Unfortunately the implementation was botched but you can get a replacement cmd file
provided courtesy of MVP Kai Schaetzl
