Not in the situation where the hard drive is in the water.

ESS Data Recovery provides free evaluations of hard drives, and then
gives detailed reports explaining problems and then a not-to-exceed
estimate. Honestly, though, I doubt you could get a good data recovery
company to guarantee a price under $700, although it's certainly worth
a shot. Beware, though---some "data recovery" companies run logical
fixes on physically malfunctioning drives (i.e., yours.). This can
ruin the heads of the drive a physically destroy the data on disk, so
you want to make sure that whatever company you choose is reputable.

1-800-237-4200, so good luck to you.
