HTTPS & FTP fail on IE/Vista RC1

I am unable to connect to any site using https. If I try to connect to any site using https IE simply sits there saying "waiting for https://...". The example I will quote for this is trying to access MSDN subscriptions; I can view the http://msdn.microsoft.com/subscriptions page, but when I click on the "sign in" graphic, the browser just sits there indefinitely. I am also unable to activate Vista (I presume this is related as I seem to recall that activation uses an https connection).
I also have problems with FTP. I was trying to download some drivers from ftp.hp.com and again, the browser just sat there.

My installation is straight out of the box on an HP laptop. If I re-install the original hard disk (Windows XP) then https & ftp are fine - I state this because my laptop is connected via ISA2004 and I wanted to point out that the ISA configuration should be fine, however when I monitor connections from ISA, the https connections from Vista are all shown as "Denied connection" but with no rule next to the entry, thus telling me that it was not ISA denying the connection.

I have the same issue, but so far it's only on Novell sites. IE7 on XP
works fine though. I have tried lowering the security settings, etc but
cannot get it to work on a few sites.

Not all HTTPS sites are broken for me though, most work fine with the
exception of a few.

For example, try going to this URL:

http://download.novell.com/Download?buildid=4mcyJ_tKJqQ~

There will be a "Proceed to Download" button near the top of the screen. On
XP, once I click that button I am redirected to an HTTPS site to enter my
username/password. On IE7/Vista, it hangs forever.

I got my copy via MSDN and therefore do not have access to the feedback;
does anybody know if this has been reported?

I have :-)

I'm only a lowly CPP user, so not sure how much weight they give my feedback
but I have turned in a half-dozen reports so far between Beta 2 and RC1.

Another poster just mentioned that SSL 2.0 is turned off by default in IE7
on Vista. Once I went into Internet Options, Advanced and enabled SSL 2.0,
the HTTPS sites I was having problems with are now working.

Give that a shot, I'd be curious to see if that doesn't fix it for you as
well.
 
Although strangely enough, IE7 on XP also has SSL 2.0 unchecked yet it works
on the HTTPS sites that IE7 on Vista doesn't - without SSL 2.0 being
checked!

Weird...

I just had a look at that site and found a few oddities. I turned off
protected mode and the proceed to download would not load. But more
interesting I turned off the phishing protection and now none of the site
will load.
 
I foud this advice elsewhere; SSL2 is off and SSL3/TLS is enabled instead. I
tried re-enabling SSL2 but it made no difference at the time.
I will try it again however just to make sure.

Ok, tried enabling SSL 2.0 again but I was still unable to sign in on the
MSDN subscription site!

However, I also found another thread in this newsgroup entitled "Web
Browsing" by Jean Pierre Gendreau at 05:16 (my local time in the UK) where
another user was unable to access any web site other than www.microsoft.com!
Within the thread, Tom Ziegmann has replied advising Jean-Pierre to run the
following command within a command prompt window opened using the "run as
administrator" option of the right click context menu ...

netsh int tcp set global autotuninglevel=disabled

I tried running the same command on my laptop and everything (at least
https, I forgot to check FTP) sprang back into life! I can now access the
two https sites that I had previously been unable to get at!

I do not know what this command actually does; it would be nice if anybody
reading this message can let me know but thanks to Tom for sharing and I am
repeating it here as it has resolved more than just what Tom recommended it
for at the time.

For those who are interested, Vista's new network stack includes automatic
tuning that attempts to negotiate the optimal connectivity with the router
and the target web site (& no doubt any routers in-between).

Unfortunately, some older routers are incompatible with this, hence the
reason that (I forgot to originally write) my connectivity was not so bad at
the office but dreadful at home.

The command in my previous post disables this automated tuning and reverts
the network stack back to default settings; this is then compatible with
(probably) all existing hardware.
