Well....the computer is in the repair shop now, and they say they
don't know what is wrong with it.What I was thinking was---can't they
just reinstall windows xp? I know I have did that before, for I have a
windoxs xp reinstallment disc and a drivers and utilities disc.

Since you already know what is wrong with it (it has been infected by
Antivirus 2009 malware), if they are telling you that "they don't know
what is wrong with it," I would be concerned that they have no idea what
they are doing.

They can remove the infection. Or they can choose to reinstall Windows.
You are paying them to make the decision for you. I'm not quite sure I
understand your question.

At any rate, your task is now to learn safe hex. Once you learn to use
your PC in a safe manner, you will dramatically decrease your chances of
contracting malware. See:
