hotspot tool bar not working

I click on where I want a hotspot, The hotsspots do not become active. I
cannt get hotspot towork in new area of page.
 
What area of the page, what are you trying to create the hotspot on?...are
you clicking on the image first to select it...then create the hotspot?

In addition to Rob's comments and questions, if you trying to set up
hotspots on a background image, give up now - it cannot be done.
