I tried that and with the start up programs disables I am still

Unfortunately Microsoft decided not to include all possible startup
items in its msconfig utility. Try using AutoRuns from SysInternals.
Since the problem goes away when booting into Safe Mode, it is
something loading in normal mode that is causing the problem.
I have yet to find any firewall that hides its presence. I know of
one IPS (intrustion protection software) product that will hides its
user interface (but not going to mention it to cause even more
problems). If you don't see a tray icon or Start menu entry for a
firewall then you are probably only using the Windows-included
firewall. In that case, right-click on the connectoid for your
network connection (Network applet in Control Panel) and check if the
Windows Firewall is enabled or not. For now, disable it. If you do
see a tray or Start menu icon for a firewall then only use that one
and disable the Windows Firewall (only 1 firewall should be active at
a time, and the same for anti-virus software).
What other security software have you installed? Anti-spam,
anti-virus, anti-spyware, anti-malware, or anti-something else?
And what are these "downloaded several programs"? A discussion
steeped in vaguities results in vaguely focused responses.
