Back when I worked in the corporate world there was one specific model of
Dell that would do this on a regular basis. There was some sort of
grounding issue with that specific model that would often result in this
exact behavior.
By removing/replacing the cover you can also solve a pinched cable problem
or perhaps something shorting something out by being where it shouldn't be.
