Help and Support stopped, CD Drives not appearing

But when I ran help and support, it said that it couldn't find helpctr.exe

Tried mentioning the full path in Start, Run?

"c:\windows\pchealth\helpctr\binaries\helpctr.exe"

If that works, then it's only an AppPaths issue that we can fix easily.

I downloaded the helpsvcfix from your website. I ran it and clicked on
Inspect and Fix button and closed all the applications and restarted windows.
But when I ran help and support, it said that it couldn't find helpctr.exe.
Though the service was started in the services.msc list. Now we can say this
is not the last error..........

I found the help and support service in the list but when I click on start it
says "Could not start the Help and Support service on local computer. Error
1083: The executable program that this service is configured to run in does
not implement the service.". This is another update! Well, I think this would
be the last error.................
