As it's always been, the normal way to "uninstall" any operating
system is to format the hard drive and install a new OS of your choice.

Does the removal of Windows Vista also removes Windows Mail
and IT8?

Yes, removing Vista will of course remove Windows Mail. Be advised
that Windows 7 does not include a built-in email client application, so
you'll need to either select a 3rd party email application, or opt for
one of those awkward, cumbersome, virtually uncontrollable web-based
email "solutions," such as Hotmail or G-Mail. Removing Vista will also
remove IE8 (I'm guessing that's what you meat be "IT8.), but guess what
version comes built into Windows 7? That's right, it's IE8.

Do I have anything (Antivirus or other software) at all left on
the PC after removal of the Windows?

Only if you perform an in-place upgrade from Vista to Windows 7.
Otherwise, formatting the hard drive - a pre-requisite of your desired
"clean install" -- naturally means that *everything* gets erased.
