final version - when?

Are you sure it is not a Service Release?
Now that Peter mentions it, I remember Service Release.
As Peter says, they are not the same.

Install Windows 98.
Then install that CD.
Does winver or Properties show a Service Pack?
If it is indeed a Service Pack, you will see it stated.

The Service Release was pretty much the same as Windows XP SP-2 Rollup 1.
A compilation of updates but not a Service Pack.

If it is actually a Service Pack, it will also be in the Critical Updates.

I hold the "Windows 98 Service Pack 1" CD-ROM in my hot little hands. I
ordered it from Microsoft at the time when most people went for 20 buck 98
S.E. upgrade instead. Gosh, I was a cheap bas****. Anyway:

Let me check here what it contains though ..

.. hold on while I put in in the DVD-ROM drive:

Oh, there's the README.TXT

III. Contents of the Windows 98 Service Pack 1 CD
-------------------------------------------------

Windows 98 System Update 1 : Security fixes and hardware specific updates
IE4.01 SP2: Internet related updates and security fixes
Windows 98 Year 2000 Update: Update for Outlook Express version
4.72.3612.1713
Windows 98 Year 2000 Update: The 1st Y2K update for Windows 98 users
Windows 98 Year 2000 Update 2: The 2nd installment in the Y2K update

A setup.exe Wizard guided the user through the whole process of installing
the System Update, the MSIE upgrade and the Y2K fixes that comprised the
Windows 98 Service Pack 1.

Made easier by a spare computer, a few caddies for hard drives and other
available resources.

Does it show Service Pack 1 in Properties or winver when installed?
That is where the truth is told.

OK. Here goes.

Windows 98 Works Better Plays Better "Do more with your PC than ever before"
Upgrade for users of Windows gets installed. It is the 'original' retail
upgrade edition of Windows 98.

"winver" reports:

"System Information" reports:

Installed "Windows 98 Service Pack 1" using autoplay wizard. It asks
permision etc. etc for to install Internet Explorer Update 4.01 SP2 and
installs it. But it doesn't reboot, rather, "Welcome to Windows 98 Service
Pack 1 Setup" starts and it asks permission etc. etc. for to install
"Windows 98 Service Pack 1" and installs it. System reboots.

So .. as you can imagine, the service pack was what Microsoft was called in
the wizarded collection of updates to Windows 98 and Internet Explorer 4,
and included the Y2K updates.
