Epson C82-ink doesn't come out

Sorry I don't know what these figures represent.

I figured out that the 3rd one - 039F - is the ink pad counter.
I reset the counter during the day and the figure became 0000.
The first two hadn't changed.
 
Could you tell me more about this curse? I have an Epson c64 which just
recently stopped printing the black ink when swapping in a new (generic)
ink cartridge . . . . .

Happens sometime.
One of the cures is to remove the cartridge, then insert a
straightened paper clip in the ink hole of the cartridge. Push in and
out a few times for the valve to wake up.
Do it over a newspaper or tissue, not on your lap as a few drops of
ink are likely to come out.
Re-insert cartridge. Should work.

Update:
after trying to clean heads unsuccessful with alcohol, I tried to blow pure
ammonia in the nipples.
Now it prints for the 80% of the lines (means that there still are some
white lines between the colors and black lines).
If I choose from windows to print at the best quality, I can get an almost
good print.

There is only one last problem: there are some sprayed dots around the black
zones, what could I do?

in a nutshell, becasue of Piezio printing, the ink is thicker, and ergo
more prone to clogging
 
I don't recommend injecting fluids into the head via the nipple, as the
Epson heads, especially when they clog can be damaged by high pressure
injection.

A better solvent, if you are using OEM Epson inks or very similar inks,
is an ammoniated window cleaner, which does a better job of dissolving
the Durabrite type inks.

If you haven't done so, may I suggest you request me Epson head cleaning
manual, which is free of charge for the asking. It will go through the
common problems and solutions for these printers, and provide some other
helpful information.

Again, please get my cleaning manual. Your printer is suffering from
both a dirty underhead (with dried ink on it) and deflected nozzles
which are squirting through partially clogged nozzles causing the ink to
spray in the wrong places.

Just after I posted my previous message I printed another page and the black
goes well :)
so now there are no more dots printed in worong places :)
Now I'm thinking to keep the printer as is,the next time I need to reset the
chip of a cartridge I will blow some ammonia again to see if I get a better
quality.

The C82 should eventually clear itself entirely if you now keep printing
with it. Although it is a bit more prone to clogging than the earlier Epson
models using tri-color cartridges it is not nearly as uncloggible as the C84
and other models using the Dura-brite inks.
