It is unclear if the value you show in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders is Favorites or Common Favorites.
If you have different Favorites in HKEY_LOCAL_MACHINE, you must decide
which you really want and alter them accordingly.
Looking back, I cannot see that you have ever stated a problem as you
first came into this thread asking a question on hidden files.
Can you please state your exact problem?

If you mean Read-only then that is OK.
You said in an earlier post that the Registry settings were OK.
Can you export the two keys and supply the relevant part of the
export?

running xpsp1 and ie6xpsp2
from your earlier post you said there was only 1 key for xp

Yes, the export is correct but I didn't mean there was only one key
for XP.
XP still has the Shell Folders key like other operating systems.
What does that have in it?
Reg_SZ c:\Documents and Settings\DavidW\Favorites
(Don't worry about an export, just give the data for Favorites)
Just in case, you should also check for any equivalent keys in
HKEY_LOCAL_MACHINE. It is unlikely you will have Favorites in the
Shell Folders or User Shell Folders but it is worth checking.

Shell Folders Common Favorites REG_EXPAND_SZ
