Do CD burners come with Burning software?

Back in the years 2002 through 2006, I was buying CD burners by the box
load. 20 per box. Each of those boxes came with a small white
cardboard box containing 20 CD's (roxio or Easy CD cremator). Those
were not retail boxes.

I have probably a hundred of these CD's sitting on a shelf or box
somewhere.
