They had quite effective notions of foreign policy
and exit strategies (i.e. Carthage).

Initially they had the right idea of what to do
with Christians but that fell apart when one of the
Emperors was infected with the meme <grin>.

If they had just paid a little more attention to
environmental factors such as lead in their food....
