What more do you want me to say?

I do not understand what is happening, which is why I am posting. If I
could explain exactly what was going on I would not need to post. I am
trying to explain to the best of my ability what I think is happening so
someone who does know what is happening can help - which by the way clear is
not you.

So thanks for your lack of help and personal abuse, but I will continue to
post until I can solve the problem, or discover that there is no solution.

PS....maybe you should change your email to lvps.org

You still won't do it will you.

Type control userpasswords2 in Start Run and don't post back unless you want
to say exactly what you are doing. That includes names and other things,
exactly how you did it. As I said before that is not USER ACCOUNTS.

Nor is the welcome screen a log in thing (it tries to log in with a blank
password to see if you need one) it passes it to the logon dialog which you
don't see if you are using the welcome screen.

Stentorian,
Since you are using XP Home you will not have 'Local Users and Groups' section, that is included with XP Pro.

1. Is this PC on a network, which might still have these USER names and passwords on other PC's or a server that this PC is connected to? You may need to search for them, and remove them from the other PC's, just a guess.

2. Did you check as suggested by "ITassist", that the folders for these USER names have been removed from:
C:\Documents and Settings folder

You should have only the following folders in the C:\Documents and Settings folder.
a. Administrator
b. All Users
c. USERNAMES (that you wish to have, one folder for each username). If there are others there, than you should delete them, or better yet. Maybe first move them to your desktop, and then if they are unnecessary, then delete them.

3. You may need to reboot your PC, logon using the "SafeMode" feature, logon as "Administrator" (w/o quotes) & its password, then go to Control Panel> User Accts> and check if you need to Delete those unwanted usernames from there.
