If you are talking about the OFFICE 2003 SP 2, I believe this is what has
caused this to begin with.

I have experienced the exact same problem after upgrading from FP2002 to
FP2003 SP2. My workaround is to overwrite the new "inc" files on the server
with the old FP2002 "inc" files. When you update a page, just ignore the
error and publish only the changed pages to the server.

However, I'm interested in knowing if unstalling FP2003 SP2 and re-install
it without SP2 solves the problem permanently.
